		<description>Yeah, I guess that&#039;s why we call them leaders, because they&#039;re supposed to be out in front on issues and values.  

That&#039;s a pretty universal truth.  The same goes for private enterprise and non-profits.</description>

Civil servants can push an idea and a philosophy of communication as far as possible, but without political leaders equally open, transparent and willing to hear dissenting voices, progress will be limited.
