The only correct response was given by Stuart:
I think the commentator was Brian Johnston and I think it occurred during the 1976 England V West Indies series (Oval test in which Holding took 14 wickets). Evidently the BBC got quite a few complaints from listeners about the rude comment “the bowlers Holding the batsman’s Willey”

And my gut says he didn’t cheat.

I read Brian Johnston book only a few months back that recounted the incident. Don’t know if that counts as cheating or not :) .
