I need some help – which gives me an idea for a new startup

My husband is from Manchester, England. And since the twins were born (almost two years ago), he (and his family over there) has been itching to get back for an extended visit.
It’s not a problem for me to conduct my business, as I purposely set it up to work anywhere virtually – and I am lucky enough to get advice from sister blog Doing Biz Abroad.
But we’re a bit stuck. We’re having a problem getting passport photos done for the girls. There just aren’t a lot of photo places anymore in the Albany, NY area. Plus, with the lack of experience of some of the folks that are still providing the service, we’re having a hard time finding someone willing to snap some passport photos of toddlers that can’t stand still.It got me thinking that maybe someone could start a business- or add to a current business, to specialize in taking passport photos of kids.
You know, several of my clients have started businesses because they needed something they couldn’t find. How did you decide on your business?

For what it’s worth, my sister lives in your area and tells me that John at Studio 59 at 59 113th St., North Troy, takes passport photos of kids and is good with the squirminess of youngsters. His number is 518-237-4446 and you can mention my sister’s name, Harriet. Hope this turns out to be of some use!
Have you not been able to have them done at your Post Office that processes passports? How about Wal-Mart or CVS? Target stores might even offer the service. I believe UPS Stores also offer the service.
I love the idea. Most ideas, like mine come from an enhancement to an existing idea. I am still perculating so I cannot share, but you are on the right track.
