If You Want To Score A Goal, Just Drop Your Pants

That’s the strategy that Catania, an Italian soccer team in Italy’s top division, imparted in their latest game. 
When lining up for a free kick, the players simultaneously dropped their shorts in an effort to block the goalies view.
I have a question here. Maybe I’m naive, but would that really make that much of a difference? You would think the mere act of dropping shorts would be a distraction, but blocking a goalie’s line of sight?
Regardless, according to Yahoo! Sports, “the Sicilian team carried out the maneuver to perfection Sunday. Three players dropped their shorts practically to their knees so Torino goalie Matteo Sereni couldn’t see the kick by Giuseppe Mascara, who scored during Catania’s 3-2 victory.”
So, is it a gimmick or an actual strategy? Furthermore, is it even a legal move?
Considering that referees haven’t ever seen this before, they probably didn’t even know how to approach it. But if you see this “strategy” spread throughout world leagues then a rule of some kind is going to have to be enacted.
As for the guys who are actually dropping their shorts … I sure hope that they’re wearing their cups!
