I still say that an entrepreneur is best set to running a business (or perhaps setting it up for someone else to run eventually), and needs an outside view, as well as logistical help, for getting word out and reputation management. As for a community management-- well, that's a form of public relations, even if it isn't nominally a "PR" job.
