A few big telephone and cable companies own the lines that connect you to the Internet, so they want to use those lines to control whether and how fast you can get someplace on the Web. They plan to favor their own services, slowing your access to Internet-based competitors like companies that offer cheaper Internet-phone service, low-cost video downloads or better e-mail services.
