I've been developing prototypes of semantic search engine in the last 3 years. Please note that the Semantic Web will deliver all about the classic Web, so if mom and dad have no skills, they can still use it as a traditional one.
Starting from this, you can then add the fact that mom and dad have their own relationships with organizations (public organizations as an example) and these organizations could offer an ontology made exactely for moms and dads, using words, concepts and classifications that they can understand. Jusyt thinkg about a complex current site, full of subpages. Well with the Semantic Web you won't ever note that, every site will be..domasticated to your knowledge.
By all the points of view, the Semantic Web is a step ahead. The bad point is to produce the knowledge and write in in OWL...
