The "have-nots" & "have-little" depend on the commons (e.g., wood-gathering in the uplands, fishing in municipal waters, etc). As you perceptively observed, industrial production takes over the commons (corporate logging, trawling, etc) using resources beyond sustainability. Hasn't that always been true? The problem comes when countries get into industrial production - that's where the pollution and disproprotionate use of resources comes from.
