For a person who is new to computers, doesn't really matter whether it is Windows or Linux, and actually since they don't have the bias, it's much easier to teach them Linux. And by its nature, the system is sandboxed enough to prevent them from 'screwing up' the system whatever the goofup may be :) I have started to teach my mom Ubuntu Linux.
