What Does This Mean? [AT&T Boosts Spending To Help Multinationals]

What am I misunderstanding? Has AT&T boosted spending here in the USA to provide additional bandwidth capabilities for the “everyday American consumer?” If they did, I must not have seen the news, which is entirely probable/possible. Can you fill me in?

AT&T boosts network spending

“AT&T (T) is boosting its spending in an effort to better serve big companies around the world. The San Antonio-based telco said it will spend $1 billion this year on global network services for multinational companies – up 33% from AT&T’s year-ago spending and double its 2006 outlay. The company said the move “is being driven by demand for Internet Protocol networks and services as companies deal with the explosive surge in data, voice and video traffic made possible by the proliferation of high speed networks and devices worldwide.” AT&T plans to invest in new fiber optic cable capacity to Japan and Asia, new network-to-network connections in high-growth markets in Asia and Eastern Europe, and the rollout of DSL service in China, Finland, Norway and Saudi Arabia.”
