		<description>Installed SP1 couple of weeks back and started DSL service (512Kpbs).I am having problem downloading and installing softwares ( icl Java).
Download starts and stops without finishing.
Tried IE7 and Firefox 3 B5.
Any help.Please email any solution.</description>

I have the same thing, no answer to fix it yet, but I have information on it.
   It is doing this because of the program zone alarm, I can guess you get a message about True Vector Internet Moniter drivers not compatable.  Well, true vector is part of zone alarm and makes it run.  When this driver malfunctions however, the internet moniter with it takes down you internet due to uncampatability with new windows SP1.  You internet will work if you do two things, uninstal Zone alarm, or SP1.  Go to automatic updates, then history, click at the top to where you can uninstal updates, and uninstall SP1 to uninstal that.  Im guessing zone alarm will eventually become compatable, but as of now, those 2 programs will not work together and there is no fix except uninstaling one for now.</description>
