Across the Board Ratings?

Bloomberg and GamePolitics.com are reporting that the FCC is considering [again] going to a single ratings system for everything – TV, music, games, movies, cell phone content…you get the idea.
An agency report is supposed to be read before Congress today on “media blocking and rating techniques” and then the FCC is supposed to start an inquiry into the whole idea of creating an across the board rating system.
While I can see how some people may think this is a good idea, it will only serve to completely confuse parents.

Bare ass causes Halo 2 delay
Halo 2 is finally coming out in North America this week. This after a delay caused by nudity, of all things. In May alone, the belated PC sequel was pushed back thrice, but the latest reason takes the cake.
Early news was quite scant on details regarding the nudity, but we’ve later learned that a map editor tool being bundled with the game is the culprit. The content in question is a picture of some guy revealing his bare ass when a certain error occurs.
