Installing IIS on Windows XP Home

I ran into another issue today where I needed to have IIS (Internet Information Services) installed on a Windows XP Home machine for testing. I’m actually wanting to install SQL Server Express 2005 to test out some applications and development tasks.
SQL Server Express 2005 needs IIS to run. Why didn’t they make it easily possible for me to install IIS onto a Windows XP Home machine?

One of the current projects we’re working on involves a large database. The initial project was to optimize and clean-up an existing Access database application. However, as we’ve gotten involved in the project it’s expanded to include more features, larger requirements and more potential users.
