			<content:encoded><![CDATA[<p>Yesterday, the House of Representatives voted to lift the federal moratorium that has prevented offshore drilling on most of the U.S. coastline for the past three decades. The vote was part of an energy bill that received significant Democratic support but was opposed by Republicans. The bill allows states to decide whether to drill between 50 and 100 miles off their respective coastlines, but still keeps a ban on drilling within 50 miles of shore in place. </p>
<p>Offshore drilling is a controversial issue, but it seems to be rapidly become a non-partisan issue. Democrats have fought to keep the ban from lapsing for years, but have now agreed to lifting it, while Republican proponents are objecting to the new terms for offshore drilling. It is, of course, a question of trying to keep gas prices somewhat affordable.</p>
<p>As an interesting side note, there is essentially no limitation on offshore wind turbines — along some parts of the Atlantic coastline, there are wind farms just 12 miles from shore.</p>

<p>We&#8217;d love it you would add the website for the candidate you&#8217;re talking about when you comment — we&#8217;re hoping to put together a list of particularly interesting candidates that we&#8217;ll post here on One Vote Matters.</p>
<p>The race for my congressional district (Maryland&#8217;s 7th) isn&#8217;t particularly exciting — <a href="http://www.cummingsforcongress.com/">Elijah Cummings</a> has been our representative since 1996 and his opponent has raised only $8,400. Cummings has spent over $400,000, by the way, and has raised an additional $300,000.</p>
<p>There is, however, a state constitutional amendment that will be on the ballot in November. I&#8217;m keeping a close eye on this one because I&#8217;m an election judge and it will change how we handle voters who show up at the wrong polling place in the future — in most cases, we&#8217;ll be told to just let them vote. I still haven&#8217;t decided how I feel about that one, but it&#8217;s a state campaign I&#8217;m keeping a close eye on.</p>

Begich has already made a name for himself on ethics reform and has made it clear that ethics will be the question he will be campaigning on.</p>
<p>I&#8217;m sure that&#8217;s a question that Stevens, whether or not he manages to handle his corruption charges, doesn&#8217;t want to talk about.</p>
