The two people are American tourist (note the Bon Voyage on the ribbon) who have been pretending to be Canadian while on trips overseas during the Bush years. Now that Obama is president, anti-American feelings are not as high, and they don't have to pretend to be Canadian anymore. Americans who have travelled to Europe in the last few years would appreciate this shirt. I think you totally missed the point of the shirt.
