Kids Exchange Guns For Soccer Balls in Venezuela

Venezuela hands out soccer balls to children who hand in their toy guns. In an effort to curb inner city violence in Venezuela, the Government has decided to open an exchange program. The police will exchange every toy gun for a soccer ball. The new, more socialist government under Chavez has been interesting. But I think they got this one right. What message are we sending kids when kids are allowed to shoot each other with plastic guns?
