Aside from Ulduar, the dual spec feature will probably be one of the most anticipated aspect of Patch 3.1 when it comes out. When we’re all going around switching around our specs back and forth when the patch comes out, we still won’t have the luxury of using the Equipment Manager which is a built in version of Outfitter that switches our gear sets along with the spec. It was schedule to come out in patch 3.1 but seems to have gone the way of Noblegarden and will get delayed.

Certain issues were encountered with the upcoming Equipment Manager that could not be resolved in time for release with the next content update, patch 3.1. In order to ensure that this feature meets our standard of quality, we will be taking some extra time with the Equipment Manager and it will instead be released some time after patch 3.1. We understand that this feature is a widely anticipated addition and apologize for this minor delay. source
For some of you who don’t use any mods, this gap between patch 3.1 and when Equipment Manager will come out will certainly be an awkward time. For those who do, it seems like Outfitter is no longer publicly available as the author’s form of protest to the new addon development policy. A similar addon called Itemrack is still going to be around though so that’s what you guys can use.
