One of the hardest, if not the hardest, tasks to do in World of Warcraft and any similar game is game balance. Not only do you have to balance between the many different classes and specs but also for PvE and PvP. This is probably why every patch, even if they make a change to balance something there seems to be another balancing problem that arises.
