“We have determined that the perpetrator of the attack is a foreigner who is a member of Daesh,” Turkish Prime Minister Ahmet Davutoglu said. Daesh is a term commonly used to describe ISIS/ISIL.

There is some confusion as to the nationality of the terrorist — some reports say that he was Syrian, others say the suicide bomber was from Saudia Arabia. Most sources agree that he was believed to have crossed into Turkey recently from Syria.
Most of the victims killed in the attack were German tourists.
